TCC achieved concrete agreements with two key government agencies in cycling promotion
TCC representatives’ meeting with DLA’s Director General and concerned officials
On October 16, 2015, representatives from Thailand Cycling Club (TCC) headed by Prof. Emeritus Thongchai Panswad, Ph.D., TCC President, held a meeting with the newly appointed Director General of the Interior Ministry’s Department of Local Administration (DLA), Mr. Jarin Jakkapak, and concerned DLA officials to discuss possible cooperation. TCC learned that the DLA had already circulated letters asking local administrations to construct bicycle paths as much as possible and to promote cycling in daily life both among adults and children (cycling to school). It was agreed that the first concrete cooperation would be to allow TCC speakers/resource persons to give lectures about walking and cycling promotion in classes for local administrators regularly organized at the DLA’s Local Administrators Development Institute. This would be a boost for expanding TCC’s works to promote walking and cycling at local level with local administrations, that are municipalities, tambon (sub-district) administrative organisations and provincial administrative organization, which so far has been limited to those approached TCC themselves and those TCC knew to be interested in it.

Then four days later on October 19, 2015, representatives from TCC also headed by our President held a meeting with the newly appointed Director General of the Transport Ministry’s Department of Rural Roads (DRR), Mr. Pisak Jitwiriyawasin, together with Mr. Prasak Banthunak, DRR Deputy Director General and also with concerned senior DRR officials to discuss possible concrete cooperation to promote cycling. TCC learned that DRR, which oversaw construction and maintenance of thousands of roads in rural areas all over Thailand, had taken cycling promotion as one of its current policies and would both construct more bicycle paths and support cycling promotion campaign. Even if standards of cycling paths had been finalised together with the Department of Highways, DRR could not possibly construct them anywhere and wished to begin where there was a real local needs. So TCC would help identify where the needs are. As there is more other potential cooperation, DRR suggested that a Memorandum of Understanding should be signed and focal point established in DRR for regular contacts and cooperation.
