TCC met Prime Minister Office’s Inspector General

 

On November 18, 2014, at Office of the Prime Minister Office’s Permanent Secretary in compound of the Government House, a delegation from Thailand Cycling Club (TCC) consisting of Prof. Emeritus Thongchai Panswad, Ph.D. (President), Mr. Gawin Chutima (Committee Member) and Mr. Peera Nateweera (Coordinator) met with Mr. Jirayu Nantharathorn, Prime Minister Office’s Inspector General to discuss implementation of the Fifth National Health Assembly’s resolution 5.1, “Creating Systems and Structures for Promotion of Walking and Cycling in Daily Life”.

 

 

Prof. Thongchai gave an overview of TCC’s cycling promotion works, including policy advocacy that resulted in a National Health Assembly’s resolution on “Creating Systems and Structures for Promotion of Walking and Cycling in Daily Life” in December 2012.  This NHA resolution was approved by the National Health Commission (NHC), and then acknowledged by the Government Cabinet which assigned related government agencies to consider implementing it.  TCC therefore began to contact and request meetings with the heads of related government agencies, leading to this meeting with the Prime Minister Office (PMO)’s Inspector General

The Inspector General suggested that to push for implementation of the NHA resolution, there should be a government agency that is in charge. This agency should be the NHC itself which is chaired by a Deputy Prime Minister for the Prime Minister.  The NHC can propose the Prime Minister to appoint a national committee or working group with key stakeholders, including the PMO, as members.  The PMO then can play active roles. Thai Health Promotion Foundation (ThaiHealth), or ThaiHealth together with NHC Office, should finance running of this committee, and NHC Office can be its secretariat.  Clear work plans could then be developed by this national committee.  Implementation of the NHA resolution would be easier; there would be more cooperation and less resistance, especially when at the moment cycling is a popular social trend.

 

Prof.Thongchai responded that he was pleased with this suggestion and would bring this matter to discuss with the NHC Office and ThaiHealth.
